Dynamic Master Plan Advisory Group Recommendation

Below is the contents of my email sent to my board colleagues on Tuesday, May 30th with suggestions on how to structure a Dynamic Master Plan Advisory Group.

Hi all,

I would like to propose an advisory group to help ensure well-rounded community input for our strategic plan going forward. Below are some ideas and recommendations for discussion.

An advisory group would provide extreme value for a variety of reasons:

  • Diverse perspectives from those already involved in the community

  • Engagement of professionals in directly related fields to our plan

  • Another group to help share the meeting load of the directors

  • Help develop the surveys to solicit information from the community

  • Help develop the scope for a future Dynamic Master Plan Committee (more on this below)

 

I suggest the committee be structured as follows:

  • (3) director roles, from solicited applications, appointed by the board of directors

    • (1) with a strong financial background

    • (1) with a strong urban planning background

    • (1) with a strong construction background

  • (7) member roles, one each appointed by each of our existing committees, from within their respective committee

    • (1) from Finance Committee

    • (1) from Recreation Committee

    • (1) from Architectural Review Committee

    • (1) from Covenants Committee

    • (1) from Dog Park Committee

    • (1) from Lifestyle & Special Events Committee

    • (1) from Technology Committee

 

Here is my recommendation for a timeline, which consists of a six-month plan:

  • Workshop to develop Phase I Survey (based on historical and current data); includes developing Master Plan Advisory Group (8 weeks)

  • Issue Phase I Survey to community (2 weeks)

  • Gather data and create Phase II Survey (providing detailed, focused options based on Phase I results) (4 weeks)

  • Issue Phase II Survey to community (2 weeks)

  • Develop in-depth 3, 5, 10 year plans based on results (7 weeks)

  • Present Master Plan to community (3 weeks needed for presentation prep) (1 week)

The reason for making this an Advisory Group is to allow it to focus on our current, immediate needs. Eventually we should transition this to a legitimate Master Plan Committee (hence the word ‘dynamic’), however the structure can be reduced to a standard committee of 5-7 with independent nominations next spring, like how all our committees are formed. This advisory group can also write the scope and future outline for the forthcoming committee. But we definitely need this to become a committee, because the one thing we all keep hearing is that nobody follows a master plan, and each board just sets their own mission. Whereas a committee dedicated solely to ensuring the board has a focus and maintains a path that was established previously, as well as having the ability to update it and keep the focus relevant would be very helpful for future boards.
